The relationship between tribes and the Federal Government is between sovereigns.

Unfortunately, nearly every aspect of energy development on tribal lands is influenced or controlled by the Federal Government.

It is an issue at its core that deals with human dignity, self-determination, and opportunity.

A failure to understand this fundamental difference on the part of the Federal agencies is one of the reasons why I think we are here today.

I would like to see it passed in both bodies of the Congress so we can move forward in this particular area.
