Changing provisions in the law by the executive branch, as these rules do, will undoubtedly promote more lawsuits.

The rule defies Congress' clear intent, and allows the agencies almost limitless discretion.

The sweeping impact of these rules seems to be magnified, especially when you consider recent regulatory actions like EPA's water grab.

Hopefully, some day we are going to have agencies that won't require you to make these long trips back here to talk about these kinds of rule changes.

Do you believe that you are on schedule to ensure that the upgraded booster, known as C3, will be able to support the new Redesigned Kill Vehicle (RKV) fielding in the 2020-2022 time frame?

To establish an Oversight Board to assist the Government of Puerto Rico, including instrumentalities, in managing its public finances, and for other purposes.

I believe these titles are a dramatic improvement over the earlier version of the bill and now more or less strike the appropriate balance between effectiveness in instilling fiscal discipline and respect for the democratic process.

If we cannot get a balanced, bipartisan bill to the President's desk, the consequences for Puerto Rico and the island's creditors are likely to be grave.

The people of Puerto Rico deserve no less.

This is a good bill.

This is not going to be a bailout. This is going to be an effort to try and establish something based on precedents that have happened in the past.

This bill protects existing creditor-to-debtor and creditor-to-creditor relationships according to existing law and the Constitution.

This is simply a nonstarter and would pile on top of the problems that have led to Puerto Rico's current financial fiscal woes.

This bill includes reforms that can begin transitioning the island away from elements of cronyism, allow for privatization of an energy sector.

Without the tools to ensure implementation of extensive government and economic reforms, Puerto Rico will continue to be on the cusp of default.

I will also continue to press for the development and creation of true economic growth opportunities, like those I referenced earlier.

We are at a critical time in developing America's energy policy, and decisions we make today will have an impact...

You cannot even find a commissioner who supports it.

There is no one in the state administration who supports it.

In every national monument, you have at least had somebody in the local delegation dumb enough to support it.

I think we do need to approve that Compact.

This budget omits tens of millions of dollars spent to defend against frivolous lawsuits groups file against the Department.

I have said, the only thing positive about the President's budget is that it will be his last.

The people who need to be cared about and need to be served are those that are not going to be heard in this particular budget.

It rewards friends, it punishes enemies, it listens to some and ignores others.
