I believe that the results are being skewed because veterans do not want to go through those multiple pages.

one concern that I also have is how skewed this funding request may be in favor of production of new manned rotorcraft as opposed to research and development of new rotorcraft for future use.

I think this would be a great way to at least try to do that, and I don't understand why the VA wouldn't want to impart that authority or that responsibility to our VA directors.
