Well, obviously, none of us have seen it. It got posted and we have got people trying to make sense of the 140-or-so pages. But the main difference that I can tell, and this is just my opinion, but the main difference that I can tell is that the Soviets never promised to have an open, fair, transparent democratic process to appropriate money. That is the big difference I can see. Because that is what we have here.
