Mr. Speaker, it is always an honor and a privilege to have a chance to address the House. There is so much that is so critically important going on these days, especially this week, and I wanted the chance to address those. I have a friend from Texas who hopes to address the House, and I advised him I would yield him such time as he may consume. So my friend--people say that a lot, ``my friend.'' But Randy Weber is a dear friend, and I think he will be out at any moment. In the meantime, I think we had an 11- to 12-hour hearing yesterday in the Committee on the Judiciary, and I will get into that momentarily. Mr. Speaker, I yield to the gentleman from Texas (Mr. Weber), my dear friend from southeast Texas.
