I thank the gentleman for his comments. I know my friend mentioned he had been a sheriff. He has great expertise in knowing what he is talking about, and I appreciate his insights as a lawman. Madam Speaker, it is my pleasure and honor to yield to the gentleman from Texas (Mr. Arrington), ambassador from Texas Tech University, where their slogan is ``Guns Up,'' not because they are violent, but I have always taken it to mean they were ready to preserve and protect if the need arose.
