Your insights about the challenges and opportunities before us in this moment and then in this infrastructure legislation have been really, really useful.

It is incredibly important for those of us in Texas, and for the entire country, to understand what happened, and to craft legislation on this Committee to invest in and encourage research and development in grid technology.

The scientists tell us that these extreme weather events will increase, and we must do everything possible to understand, prepare for, and respond to these extreme weather events.

I am concerned, and I think this touches on Ms. Schakowsky's question that this could further shrink the size of the EPA's workforce, undermine recruitment efforts, and undermine its mission.

In my hometown of Houston and in the State of Texas, we are all too familiar with the challenges of extreme weather events brought on by climate change.

That storm and the resulting loss of power and water devastated our State. Texans froze to death in their own beds just a few weeks ago.

Even before the pandemic, providers in my community were telling me how they were using and hoped to expand telehealth.

Telemedicine has really kept the lights on for mental health programs.

COVID has increased suicide rates, has created isolation from peers and access to adults like teachers and coaches.

Last week was a reminder that when we are in a crisis, we look to our government to help us.

This COVID relief package is absolutely vital.

I have heard some comments from some of my colleagues today and claims that this is an effort to silence people with whom some Members simply disagree. I don't think that is why we are here.

I mean, when I`ve been on the phone with mayors, one of the mayors who is in my congressional district owns a brewery and he was boiling water and handing it out to the citizens in his town.

And that was the purpose of my letter with my colleagues on the Energy and Commerce Committee. We very much need to understand exactly what happened, why it happened, and how we make sure it never happens again.

I`m sad but not surprised that we have failed to respond to these challenges, clearly identified problems. I think what we`re seeing now is a massive failure of our system and it`s both the grid and ERCOT, the public utility commission…

So, that`s what we expect of our leaders here in Texas, certainly, here in Houston where we pride ourselves on taking care of each other.

I appreciate the opportunity to hear from these witnesses about protecting consumers from fraud during this health and economic crisis.

I would propose that what is absolutely needed is if that money was put into a fund that could reimburse victims of fraud and scams.

I am just delighted and honored to be here and to serve on this subcommittee.
