I would like to welcome and thank all of our witnesses for being here today to discuss the state of our oceans and the importance of ocean exploration to the United States.

The ocean is the Earth's final frontier.

I want to thank you all for coming this morning, for your testimony, and for your patience while we took a break to vote.

Later this month I'm going to be introducing the House companion to Senator Whitehouse's Bolstering Long Term Understanding and Exploration of the Great Lakes, Oceans, Bays, and Estuaries, it's easier to remember BLUE GLOBE Act.

I would also like to recognize Ms. Bonamici because, of course, we left our hearing to vote on, and Congress has now passed, in the House, H.R. 1921, the Ocean Acidification Innovation Act of 2019.

Human health is intricately connected to ocean health.

I'm particularly interested in climate and climate change, and the topic of carbon sequestration is really important.

I know that FEMA personnel are stretched thin managing response across the country from 2017 and 2018 hurricane and wildfire seasons.

Often, the recovery money and efforts are slow to flow after a disaster with local municipalities like mine running into seemingly endless redtape.

This is a prime example of the strong existing partnerships between the public and private sectors of the Enterprise.

This is something that should concern all Americans--given the need for accurate forecasts due to the wide range of severe weather events we experience as a nation.

Thank you, Mr. Chairman, and thank you, Ranking Member Graves, for holding this important hearing today.

The U.S. Weather Enterprise is one of the most robust globally, with NOAA estimating the value of weather data across all industries in the U.S. at approximately $13 billion in 2012.

It has been clear here from the testimony today that these state-owned enterprises, Chinese state-owned enterprises have an unfair advantage in the bidding process for public rail projects.

We do not want to use Federal dollars to purchase Chinese railcars. Let's avoid the risk. Let's not let them do it.

I am from Texas where we believe in an all-of-the-above energy approach.

We believe that there is a mix of different energy sources that's important.

Texas is the largest wind energy producer in the country.
