The Administration unlawfully spent $7 billion, taxpayer dollars for this program.

This means the executive branch may not spend a single taxpayer dollar without an explicit appropriation by Congress.

We are here today to fulfill our constitutional responsibility to conduct oversight and reinforce Congress' constitutional power of the purse.

This is stealing from the American people, plain and simple.

I want to thank Representatives Jenkins, Kind, Boustany, and Kelly for their work on individual pieces of legislation that are included in my larger bill.
