Mr. Chairman, I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of the bill, add the following new section: SEC. 7. PARTNERSHIPS WITH MINORITY SERVING INSTITUTIONS. (a) In General.--The Department of Energy shall continue to develop and broaden partnerships with minority serving institutions, including Hispanic Serving Institutions (HSI) and Historically Black Colleges and Universities (HBCUs) in the areas of oil and gas exploration, production, midstream, and refining. (b) Public-private Partnerships.--The Department of Energy shall encourage public Private partnerships between the energy sector and minority serving institutions, including Hispanic Serving Institutions and Historically Black Colleges and Universities. The Acting CHAIR. Pursuant to House Resolution 466, the gentleman from Texas (Mr. Cuellar) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Texas.
