The first thing that we have got to recognize in the country is that the system isn't working. The immigration system needs reform. The status quo is unacceptable.
George H.W. Bush
The Public Record
George H.W. Bush was the 41st President of the United States, serving from January 20, 1989, to January 20, 1993. A member of the Republican Party, he previously held the office of Vice President under Ronald Reagan from 1981 to 1989. Bush was a World War II veteran and served in various roles within the U.S. government, including as Director of the Central Intelligence Agency from 1976 to 1977. His presidency is noted for significant events such as the Gulf War and the fall of the Berlin Wall, as well as his efforts in foreign policy and international diplomacy.
You have heard it, too, about how this is amnesty. Amnesty means that you have got to pay, you know, a price for having been here illegally. And this bill does that.
I can assure you that detainees are not being tortured. We respect human rights.
We're already seeing remarkable advances in science and therapeutic uses as stem cells drawn from adults and children.

So I call on the Senators to pass this amendment and show the American people that we're going to do our jobs of securing this border once and for all.
If you want to kill the bill, if you don't want to do what's right for America, you can pick one little aspect out of it. You can use it to frighten people.
Does this president have any political capital left, even with his own party?
the president trying again today to sell it, but does he have enough clout to close the deal?
But those of us standing here believe now is the time to move a comprehensive bill that enforces our borders and has good workplace enforcement that doesn't grant automatic citizenship, that addresses this problem in a comprehensive way.
