I would like to suggest to the Chairman that we invite somebody from the Department of Defense to come talk to us as well about this issue so we can clear up that misconception.

I don't think there is any statutory authority. Second, it appears like the Department of the Interior is a little bit schizophrenic because on the offshore drilling side they have broken apart two agencies that were formerly combined.
