Thank you, Mr. Chair. I welcome today's hearing on Senate Bill 2040, the 'Justice Against Sponsors of Terrorism Act.'
We are letting basically anybody walk into court and say, 'We think this entity is a foreign sponsor of terrorism.'
We ought to have earmarks, and it is not just because it is in Article 1 and the unelected bureaucrats, but it is the oil that makes the machine run.
Unfortunately, what we have seen is that African-Americans are not treated equally when it comes to deadly force and police officers in this country.
Asking a local prosecutor to investigate the same law enforcement agency they work with and provide them with witnesses is implicitly wrong.
