I'm going to be introducing two bills that will expand access to mental health services.

I've heard from a number of Governors, who haven't made a decision about Medicaid expansion, that it's hard for them to make that decision without knowing the added cost of it to the States.

We should make sure that everyone has access to mental and behavioral health services that they need.

We're entering this discussion... with no agenda other than to learn what needs to be done.

There's no need to argue about those things. We can work together on those things.

It seems to me that the question before us is: Who needs help, and who's there to provide the help?

I think the families of those who were hurt in Tennessee would like me to find out how we can make sure this doesn't happen again.

Let's stop this dual responsibility. Let's put either the State board of pharmacy on the flagpole or the FDA on the flagpole and get the other one out of it.

It helps us, in terms of developing a policy to solve the problem looking forward, to narrow it down to the number of entities we're talking about.

I would trust the Tennessee Board more than I'd trust the FDA to identify them, to tell you the truth.

How do we pick and choose? If I'm sitting down in Gainesboro, TN, I don't care which one it is.

We continually ask the Food and Drug Administration to do more and more and more.

But if you kept it, it would be your responsibility, and you couldn't say you were confused about it.

Your timely action and professionalism undoubtedly saved many lives.

The President has stated that it's his goal to double U.S. exports by 2014. I think this is a smart goal, and I hope that it is shared by all of us in the Congress.

If they fail to do it, they lose their opportunity to do that.

However, to achieve the President's goal will require that we improve both of the waterways' trust funds so that we can support fiscally responsible investment in our nation's ports and waterways.

Passing a WRDA bill is something this country desperately needs in order to improve the way we operate our waterways, manage flooding, and protect our wetlands.

I want one to say, 'It was my fault, my job, my responsibility,' or the other one saying, 'No, that's my fault.'

Although there are good things in this bill, unfortunately this bill does very little to address the real problems with either the Inland Waterways Trust Fund or the Harbor Maintenance Trust Fund.

I'd like to see one of you say, 'It was our job,' just like Dr. Bell said.

Instead of telling somebody else what to do, why don't you just do it?

All of us are shaken, because we live in this country where we have this miracle that we walk into one of our 60,000 drug stores or pharmacies or go to our doctor or our pain clinic, and we get medicine, and we don't think about it.
