When we think of that, there are a lot of ways we can help, the Federal Government, the Congress. Too many times I hear people say, well, that is not Congress' responsibility. The fact is that Congress has a heavy responsibility, and we show up short time and time again. Last year, our colleagues on the other side of the aisle talked about children with special needs. I could not agree with them more. We ought to fund the 40 percent we said we would fund and fund it now that we have the money.
