“What a contrast from the 1980s when we made the huge cuts in taxes and then ran up the huge trillions of dollars in a deficit we are still trying to pay off today. This recognizes the importance of fiscal responsibility. First and foremost, it says we have made some tremendous strides in our budgetary and fiscal policy in the last 7 years. This will build on it. It is no accident today that we are seeing the economic achievement in this country with the fiscal and monetary policy. This says we want to build on that, we want to continue in this coming decade what we have pursued in the last decade: We have the lowest number of Federal employees since 1962, with the lowest percentage of spending for GDP since 1967. We recognize we can do a lot more with a lot less. We recognize we can still target tax cuts to the middle class. We recognize the importance of education by providing the largest single Head Start expansion in history in this budget.”
