A lot of these companies are global. I mean, could they not just move their development overseas outside the jurisdiction of the U.S., or does the Defense Production Act somehow extend beyond our borders?

I just do not think that you are being effective with your money. You have received more, and your outcome is worse.
if you are going to move in this direction, you can prove telework is effective for your agency and you focus on the right outcomes, productivity, and equality of the work. You cannot have extra space. You should be able to get rid of it.
We have been fighting about this for years, and there has been little cooperation from across the aisle.
