Edward Gibbon wrote a book back in 1776 about the fall of the Romans. In it, he harkens back to the fall of Greece and the Athenians. He said, at the end of the day, in the end, more than they wanted freedom, they wanted security. They wanted a comfortable life, and they lost it all--security, comfort, and freedom--when the Athenians no longer wanted to give to society, but to receive. And he goes on with a long quote from there. He talks about the fundamental tension that exists in any developed society between freedom and security. We have moved too far in the opposite direction as it relates to email. This bill brings us back toward the center. I again applaud Mr. Yoder and Mr. Polis for what they have done. I also applaud Chairman Goodlatte for what he has done on this front.
