I would not dispute any of the things about this program of having great value to local law enforcement. The simple question I would ask is one of priorities. It is one that I am trying to teach my young boys, and that is right now given what we have talked about in this debate, which is the scarcity of dollars in the Department of Defense, we simply have to set priorities. We cannot do both, and that is why I think these dollars ought to be retained within DOD.
