I believe it would be a 9 or 10, not just because I believe al Qaeda would move back in, but also because I believe regional instability as it would spill over into Pakistan and other areas would be absolutely negative to our interests.
But, I can't understand letting Afghanistan go back into the abyss again. That's my dilemma.
