I represent the State of New Mexico, which is one of the country's providers of oil and gas and uranium and coal. We provide the fuel that lights the lights across this country. I think all of us understand that we have an energy problem in this country. It is toughest in the West, but it affects us all, whether it is the price of gasoline at the pumps or the rising price of the things that we buy in our stores that take energy to make. I think there is a growing consensus in this country that we need a plan. We have not had an energy policy in this country for almost 20 years. We are more dependent on foreign oil today than we were at the height of the energy crisis. Fifty-five percent of the oil we consume in this country is imported from abroad, mostly from the Middle East, from OPEC. The sixth largest source of supply for oil in this country is now Saddam Hussein's Iraq.
