I am pleased to rise today to submit a Senate resolution which designates August 16, 2000 as 'National Airborne Day.'

I was privileged to serve with the 82nd Airborne Division, one of the first airborne divisions to be organized.

This decision, in my opinion, was irresponsible and constitutes poor public policy.

I urge my colleagues to review these important pieces of legislation and support passage.

Rather than wait for the long term repercussions of an alcohol health benefits campaign, we should take action now to thwart its inevitable effects.

The alcohol industry's veiled attempt to use health claims as a marketing scheme has gone on long enough.

My legislation will give the labeling authority to the Department of Health and Human Services and its subsidiary the Food and Drug Administration which have more experience in these matters.

The revenue generated by this tax will be used specifically for the prevention and treatment of alcohol related problems such as heart disease and birth defects.
