Mr. Speaker, if I had my personal opinion to express at this time, I would say in summation that the conference report does not provide enough for the defense of our country. Most people do not realize the condition we find ourselves in today. The cold war is over and most people think that the threat of war has been removed. But I am here to tell my colleagues that it is not a matter of ``if'' there will be another war, it is just ``when'' it is going to be and ``where'' it is going to be. And at this point in time, I am afraid we are not prepared sufficiently to defend against the threat this country faces.
