Mr. Speaker, we do not live in a safe world. The defense of our Nation, which is one of our fundamental responsibilities in the Constitution, is an issue that should unite all Americans regardless of ideology. Less than 1 percent of our defense budget is spent on research to develop a national missile defense capability, yet the threat we are facing is growing.
