the best people to know how to allocate needs within South Carolina, I submit, are people in Columbia, people in Spartanburg, and Greenville. I daresay that not many of those folks would spend some of the money that has been spent the way ARC has spent their money. We create these programs, they fit those categories, and then the money is spent that way. What we have to do is be willing to think more creatively and say to the locals: ``You run it, you raised the money.'' Let us not have this pool of money that comes from Washington. I understand that the gentleman from Kentucky will likely tell me that it has been a local decision. I understand that. But it appears to be free money. That is the problem.
