Would the gentleman from Oklahoma [Mr. Istook] like to put in an amendment, bill commissaries at our military bases? Because it seems to me they are unfair competition, too. Commissaries in my district are charging well under the market price for goods that they sell to our enlisted people. Would the gentleman from Oklahoma [Mr. Istook] put in an amendment that would say that is unfair competition? No, he would not.
