all I wanted to say is our committee does have a major responsibility. The Judicial Act of 1789 set up the Federal courts. Our committee, our Subcommittee on Courts, does have the responsibility of providing the judicial procedure that is followed. This bill is strictly in accordance with the responsibilities that we have in carrying out that duty that we have.
