Last October, 333 Members of this House of Representatives, the Senate, the President said, ``We believe that the National Academy of Sciences should do an in-depth study so that when we regulate, we regulate to help, not regulate to harm.'' They also said at that time, we should pay $800,000 of taxpayers' money to do it. All we say now is, ``Let's see what they say,'' so that we do it. Let us not regulate and then see that we have caused more problems than we have cured. Let us regulate with the scientific knowledge before the regulations are written. Again, I would ask all to vote in favor of the legislation and try to help those that we want to protect in the workplace. Vote ``yes'' on this legislation.”
