Absolutely, and that is one of the changes that has been made, frankly, since we last considered this measure, the DOD authorization bill. There was a concern that we were eliminating the language which has been relied on so long and so--for so many years, and so we put that language back in. Full and open competition is still the standard, and what we have done is say everybody, access to everybody can come in. We have not changed that in any way.
