Mr. Speaker, first of all, on the Rohrabacher amendment, the whole concept behind it I support and agree with, and I think it is fair to say that most Members agree with it. Secondly, if we are going to do this, we ought to be suing the Japanese Government as well as the corporations; and we do not sue the government and, therefore, it is flawed. Thirdly, we have a legal opinion. When this came up, we asked the Congressional Research Service to give us a legal opinion of the Rohrabacher amendment. I would like to insert the entire opinion into the Record, but I will read one sentence. It says, ``The Rohrabacher amendment is likely to have more of a symbolic effect and not likely to have a substantive effect on the legal interpretations and posture of the peace treaty with Japan under U.S. law and international law.'' It is a symbolic thing. I think the gentleman is correct in what he said with regard to the Cox language. If we want to do something substantive rather than just a symbolic act, then we ought to pass the Cox language which is in the authorizing language.
