Mr. Chairman, as chairman of the Commerce, Justice and Science Subcommittee, I am very sympathetic to the concerns raised by the gentleman from Texas. I understand that last year DOJ notified prospective FY11 SCAAP applicants of this coming change and encouraged jurisdictions to work closely with DHS to increase inmate alien status verification. I did not hear of any concerns with this new requirement during the consideration of CJS appropriations for FY12 or 13, but I would be pleased to work with you, as well as the Department of Justice and the Department of Homeland Security, to help ensure that the SCAAP reimbursement methodology is equitable for all types of jurisdictions and maximizes the verification of status for individual aliens. With that, I yield back the balance of my time.
