I would rather have the FBI and the Secret Service and the Financial Center there. Also, when the gentleman says independent agencies, that is also the World Food Program. That is also the issue with regard to the SARS outbreak in China. We do not want SARS to come here to the United States. And NATO. So for all those reasons, and God bless the gentleman from Michigan (Mr. Smith), I give him an A for the intention and effort to pursue this, and I hope we see his son here next year taking his place, but this amendment that he meant to do does not do what he meant to do. I think it would do a lot of harm; and due to that, I oppose the amendment.
