“We have tried a new process, which is somewhat unique, in grant programs: the Byrne grants; the Juvenile Justice grants; Safe Schools, the other grant programs. We carry the following language. We say, ``In addition, up to 10 percent of the funds provided for each program shall be made available for an independent evaluation of that program.'' By doing this, we, in essence, take 10 percent of that money to evaluate the merits of the program with regard to future years. This is a new and different approach, but in order to get a handle on spending and make sure we are spending in a wise way, this idea, I think, has a lot of merit.”
