I would say, Mr. Chairman, the gentleman from Washington is absolutely correct. It was our intent to differentiate these commuter vessels from cruise ships. As part of the fiscal year 2003 appropriation process, we absolutely will explore legislative exemptions to ensure that the fee does not have unintended consequences. I thank the gentleman for bringing this to our attention. We will take care of it.
