I have delayed my own departure this evening by better than 3 hours, because I think what I have to talk about is very important. And regardless of what my colleagues may think about my legislative voting record and regardless of what they think about anything else, I hope they realize that I am not one of the Members of the House who rises to speak every day; I am not up on every subject every day acting as though I am an authority on everything, but when I do know something, and when it is important to my district and when it is important to this Nation, I think I have a responsibility to speak up on it. The matter I am going to talk about now is a matter that is of importance to everyone throughout this entire Nation. It is going to mean whether or not our economy expands, it is going to mean whether or not we have jobs or whether or not our industry moves offshore.
