in the modern era you cannot have an effective economic policy without global security. The weaknesses showing up in our domestic economic arena are related to an ineffective foreign policy. This administration's foreign policy failures are jeopardizing the Atlantic Alliance, the Pacific Rim, the Middle East, and the Caribbean. The fallout of the resultant instability is undermining world economic markets and our domestic economy. President Bush was criticized for concentrating his attention on world affairs at the expense of domestic policy. It is now becoming increasingly clear that this administration is not paying enough attention to its foreign policy. The Washington Post in this morning's edition puts it this way, and I quote: President Clinton has backed off in Haiti, in Somalia and now, not for the first time, in Bosnia. Positioning himself as the pawn of a self-driven international machine, he has abdicated what ought to be a great power's serious effort to win, first, the American people and then others to policies of American design. * * * As Gorazde shudders under point- blank Serb shelling--a war crime, by the way--he flees Washington for a rally of Mustang owners. Madam Speaker, the questions about the Clinton foreign policy are whether it exists at all and whether our foreign policy failures will not end up destroying jobs here at home.

I must say, Ms. Norton, it looks like we have agreement that welfare has done harm, more harm than good, listening to the opponents to the proposition. Maybe we ought to get down into the details. I do not know where you all get your…
Well, you asked the question, and I am giving you the answer. That was a Republican who sponsored it. It was a Republican who brought it on the floor.
