No, there is, and the gentleman does not understand it because we have not denied judicial review in this bill, and in fact there is judicial review in this bill. For any regulation that is issued, we are granting any bank or institution, whether State or federally chartered, the right to raise the question of whether or not there has been sufficient compliance with the standards for economic analysis that we have required in this bill.
