if I may respond, if the Attorney General determines that the Executive order in some way impacts upon the promulgation of these rules and regulations, it takes one man with one pen 1 minute to vitiate that. If we pass a statute, and we have points of order that could be raised in future legislation----

I have never seen anything in the world more devious or backdoor to come in to Federal regulation than doing it this way, and with the least amount of real direct effect.
