Mr. Speaker, the bottom line is that this is misguided legislation. More ominously, it disproportionately hurts the people filing claims--civil rights claims, consumer rights claims--and it has a chilling effect on legal innovation. It was legal innovation on the part of Thurgood Marshall to come up with Brown v. Board of Education. Who are we to chill that kind of legal innovation in this Chamber? For those reasons, I oppose this legislation.
