Mr. Speaker, I rise today to ask that when the time comes to vote on the previous question, I hope that you will join with me to defeat this, so that the rule might be amended so that I may offer my amendment. This amendment would require that we balance the budget for 2 consecutive years prior to consideration of an amendment to the Constitution.
