I rise in support of the Congressional Black Caucus alternative budget. This budget, entitled, "A Budget to Rescue America," underscores the urgency that confronts this Nation. This budget puts the priorities of America in proper order--it emphasizes jobs, putting people to work. Mr. Chairman, policies of the past have left a trail of misery, stretching from the hills of West Virginia to the high-technology valleys of California. This trail of misery has left millions out of work or underemployed. Many of these millions have been without a full-time, reasonably paying job for an extended period of time. The Congressional Black Caucus alternative budget addresses this pressing problem. By investing at least $2 billion more in job training and job creation than any other budget before us, the CBC alternative comes closest to meeting the mandate of the 1978 Full Employment and Balanced Growth Act. This is a budget that rejects the view of the Federal Reserve Board that we must have unemployment to hold down inflation, and it embraces the pledge of the President of a lifetime of learning and earning for all. This is a budget that ignores the debate over who can spend less, cut more, and get tougher, and recognizes that the best cure for America is to encourage growth, expand the economy, and create jobs. This is a budget that understands that the earned income tax credit doesn't mean a thing to a person who is out of work.
