Well, I hate to give you a legal answer, but it really depends, right? If you stand outside and videotape a scene in Center City, Philadelphia, that's not illegal, even if you're videotaping a scene of people voting. Now, if you're doing so with the intent to intimidate voters, that's a whole different story and we simply will not tolerate any type of voter intimidation here in Pennsylvania.
