It seems to me that what Congress ought to be pushing the administration to focus on in our efforts to create liberty is to create the institutions of liberty first. We cannot have a democratic system in Iraq if they do not have the institutions of a free press and a functioning judiciary and the traditions of free speech and a civil society and a noncorrupt bureaucracy. In fact, all that needs to be founded in some written constitution that has public support and public input.
