It seems to me the biggest problem facing America in post-conflict Iraq is the perception, if not the reality, that we are an occupying colonial power as opposed to a liberating power, anxious to work internationally with existing organizations to develop a representative government. These people see us, they have got a memory, and they are just saying, hey, get out of here, let us run it; you said we were going to be able to elect our own people. My colleague from Pennsylvania has already pointed out that we have already said we cannot have an election until you learn to pick the right people. So we are going to give you a group of 10 that we will select, and that way we will put an Iraqi face on the government. Now, if you cannot ask where is our democracy, I do not know. They certainly have a right to choose their own government. It should not be decided by our government who is going to run that country.
