Mr. Speaker, the target of all this and the absolute goal of this special order is to convince the Committee on the Budget that it ought to respond to the resolution that we offered about doubling the funding for the National Institutes of Health over the next five years. We want them to pay special attention to the doubling of the funding effort for the National Institutes of Health. How do we do that? They have some problems because they are under the constraints that they are, of course, trying to convince us we must maintain, and they are correct, capping on spending so that we can stay within the parameters of the balanced budget that we supported not too long ago and which, of course, has to continue in order for our country to prosper, to make sure that we never fall back into the deficit mode and that the balanced budget carries with it all the benefits that it should.
