“I must place into the Record my concern that the entire process did not go far enough with respect to election reform, and that has to do with the rampant number of complaints that every Member has received about the failings of the motor voter law. This bill and the rule that implements it, actually specifically states that the motor voter law that we passed in 1993 will remain practically inviolate.
