On that basis I am going to try to persuade myself to back the Black Caucus budget on that point alone. Every other budget that has been presented cuts back either actually, or potentially, or in the future on the funding for NIH. What are we doing? In a day and an hour when we are arguing about health care and about funding for our health care needs in this country, we are cutting back on something that adds to the preventative care mode of our health care system and which can cut costs in the future. On that basis alone I am persuading myself to support the Black Caucus budget. Another point that has to be made here: In cutting back on research, in rationing the power of Dr. Varmas who is the head of the NIH, rationing his power, forcing him to ration the allocations to researchists, we are rationing future cures for our Nation and its citizens, and it seems to me that, if the gentleman from Kentucky were here with me, he would be helping me with my argument here because we are being penny-wise and pound-foolish.
