The Higher Education Act before Congress today will strengthen the Pell Grant program, expand Perkins student loans, and increase access to college for millions of worthy American students. The Democrat substitute is called, quote, reverse the raid on student aid. Don't believe the hype. Not one student in America will receive less financial aid under our bill. Not one. The heart of our bill is the Pell Grant program. Let's look at this chart to show the history of Pell Grant funding over 20 years. The yellow represents when the Democrats were in control of Congress. The red represents when Republicans were in control of Congress. Does that look like we have raided student aid to you? The last 3 years Democrats were in control of Congress, they had a Democrat House and a Democrat President and they cut Pell Grants every single year in a row. Mr. Speaker, the American people are sick and tired of partisan slogans and election-year double talk. This is a good bill. - I rise today as a supporter and original co-sponsor of the PATRIOT anti-terrorism bill. Recently, President Bush told our Nation that our citizens should take their families on a vacation to Disney World in Orlando, Florida. I have the happy privilege of representing Orlando. Since we have a tourism-based economy, my district has been uniquely hurt by the tragic acts of September 11. Specifically, because so many people have been afraid to fly, theme park workers, convention workers, hotel workers, and cab drivers have lost their jobs. It is critical to the people of Orlando that we pass this anti-terrorism bill to give our citizens a sense of confidence and security that our skies and country are going to be safer. This anti-terrorism bill which passed the Committee on the Judiciary unanimously deserves our support. It is a powerful piece of crime-fighting legislation. It gives FBI additional tools to go after terrorists. It creates criminal penalties for people who harbor terrorists, and at the same time it respects the civil liberties of our citizens. - I rise today to announce the filing of the National Mentoring Act legislation by myself, along with a broad group of bipartisan cosponsors. The mentor act would give tax credits to businesses that allow their employees 1 hour a week of paid time off to mentor children at risk of dropping out of school and getting involved with drugs. The reason for this bill is simple, to make it easier for mentoring organizations to recruit mentors. Why is this important? Well, there was a recent study completed of 1,000 young people on the waiting list at Big Brother-Big Sisters. The list was divided into two groups: one group got a mentor; the other group did not get a mentor. Eighteen months later, the children with mentors were 46 percent less likely to begin using illegal drugs, 27 percent less likely to begin using alcohol, 53 percent less likely to skip school, and 33 percent less likely to engage in violence. That is why this bill has been endorsed by every major mentoring organization in the United States, including Big Brothers-Big Sisters, America's Promise, and the National Mentoring Partnership Act. - I rise this afternoon to salute one of the most beloved and valuable citizens in central Florida, Mr. Jim Turner, who is marking 30 years on the job this summer. It is not just any job. Jim Turner is the morning show host on AM 580 WDBO in Orlando, one of central Florida's most important radio stations. When severe weather hits, when natural disasters strike, when terrorism comes home, the people of my district tune into Jim Turner. Cinderella's castle at Walt Disney World was still considered a new home when Jim moved to Orlando back in 1972. WDBO offered him the big money the work at their radio station, $200 a week. One of the funniest stories about Jim's tenure behind the microphone was told to me by his friends on WDBO's morning show, 'Officer Jim' Bishop and Kirk Healy. Years ago, Jim Turner wanted to be the first person to wish former Orlando Mayor Bill Frederick a happy birthday. So at 6:30 in the morning, he dialed the mayor's house and got into an argument with Mayor Frederick's wife, who refused to wake up the mayor. As rumor has it, City Hall received numerous calls that morning wondering why the mayor's wife was so obstinate with Jim. Well, the joke was on the mayor. Jim had actually called his own home and had set up the whole bit with his wife, who impersonated Orlando's first lady. Nearly 30 years and 8,000 radio shows later, Jim is still doing what he does best, giving Orlando area listeners breaking news in a humorous and objective manner.2 sources2002govinfo.gov
- reauthorizing the PATRIOT Act today is literally a matter of life or death because it is helping us to win the war on terrorism. Since we passed the PATRIOT Act in 2001 we have convicted 212 terrorists and $136 million in terrorist assets have been frozen. Passing the PATRIOT Act is purely a matter of common sense. Is it not common sense that we give law enforcement the same tools to go after terrorists as they now have to go after Mafia dons and drug dealers? Is it not common sense that we can share data between the intelligence community and law enforcement now? Is it not common sense that we track deadly terrorists even though they cross jurisdictional lines or switch cell phones? The worst thing that the critics can say about the PATRIOT Act is that supposedly law abiding citizens will have their bookstore and library habits monitored. That is a totally bogus allegation. You must go before a Federal judge, get a court order and prove that it is a matter of international terrorism. How many times has that happened since we passed the PATRIOT Act?
