“I rise to point out that this conference report does not adequately address the needs of our disabled military retirees. The conference report provides no relief whatsoever to two-thirds of disabled veterans who are now paying the Disabled Veterans Tax. Further, it provides only limited relief from the unfair tax burden to those it does cover. Under this report, veterans with disabilities rated at 50 percent or more would have to wait 10 years before receiving their full military retirement pay. The vast majority of eligible veterans are left out. In fact, 400,000 veterans with disabilities rated under 50 percent would not receive any relief at all. In other words, some veterans who lost their limbs while serving their country are not considered worthy of relief after they get back to the States. This is not 'full concurrent receipt' as has been claimed. This is clearly not a victory for veterans. It is an attempt to divide and conquer veterans so as to deprive most retirees of their earned retirement benefits. A vote for the motion to recommit is a vote for full concurrent receipt and an end to the tax on our disabled veterans.”
