I rise to reiterate our thanks to the gentleman from New York (Mr. Meeks) and his colleague, the gentleman from New York (Mr. Gilman) who chairs the Committee on International Relations, for having this resolution before this Congress today. It is critically important that our country, a superpower, have a super heart when it comes to humanitarian disaster, such as what we see in Mozambique. I wanted to commend the administration and our country, and in particular all American citizens, for what we have done, and challenge us to do even more. We need to provide all of the relief possible in terms of this crisis, and we also need to recognize and commend South Africa for its initial response. Hopefully, as we look down this road, perhaps there are joint arrangements that we could make, perhaps with South Africa, to help develop their capacity there to respond to humanitarian disasters on the continent, because they are obviously much more capable and able to develop the political will to act in a swift way, as exhibited by their actions here in Mozambique.
